<?line 107?>

<t>This document specifies a mapping and packaging for transporting
ISO/IEC 23090-5 Visual Volumetric Video-based Coding (V3C) bitstreams
over Media over QUIC Transport (MOQT). The mapping uses the MOQT
Streaming Format (MSF): V3C configuration is MSF initialization data,
each independently consumable V3C component is an MSF track, a V3C
composition unit is a MOQT Group, and a coded V3C unit is a MOQT
Object. Relays remain unaware of V3C syntax. V3C knowledge is
confined to the streaming-format layer.</t>

<t>Visual Volumetric Video-based Coding (V3C) as specified in
<xref target="ISOIEC23090-5"/> represents volumetric media as multiple synchronized
component bitstreams and associated atlas data. A V3C bitstream is a
sequence of V3C units. Unit types defined by <xref target="ISOIEC23090-5"/> are
the V3C parameter set (VPS), atlas data (AD), occupancy video data
(OVD), geometry video data (GVD), attribute video data (AVD), packed
video data (PVD), common atlas data (CAD), basemesh data (BMD), and
arithmetic-coded displacement data (ADD). <xref target="RFC10034"/>, Table 1,
summarizes an earlier unit-type list in which types 7 through 31 were
reserved; this document follows <xref target="ISOIEC23090-5"/> for the current
identifiers (<xref target="v3c-track-identifiers"/>).</t>

<t>V3C defines a generic high-level syntax for representing volumetric media as a collection of synchronized component bitstreams, together with signalling for their identification, configuration, and reconstruction.
<xref target="ISOIEC23090-5"/>, clause 6.3,
defines application extensions that plug into that syntax:
Video-based Point Cloud Compression (V-PCC) in Annex H of
<xref target="ISOIEC23090-5"/>, MPEG Immersive Video (MIV) in <xref target="ISOIEC23090-12"/>,
and Video-based Dynamic Mesh Coding (V-DMC) in <xref target="ISOIEC23090-29"/>.
This document maps the generic V3C unit stream to the MOQT data model.
It does not specify
V-PCC reconstruction, MIV camera or common-atlas payload syntax, or
V-DMC mesh decoding. Atlas and VPS extensions
(<spanx style="verb">asps_vpcc_extension</spanx>, <spanx style="verb">asps_miv_extension</spanx>, <spanx style="verb">asps_vdmc_extension</spanx>,
<spanx style="verb">vps_extension</spanx>) remain inside VPS and atlas payloads. Unknown
<spanx style="verb">v3c.component</spanx> values are ignored (<xref target="v3c-track-identifiers"/>).</t>

<t>Media over QUIC Transport (MOQT) <xref target="I-D.ietf-moq-transport-22"/> provides
publish/subscribe-based delivery over QUIC <xref target="RFC9000"/> and WebTransport.
The MOQT Streaming Format (MSF) <xref target="I-D.ietf-moq-msf"/> defines a catalog,
initialization data, time-aligned groups, and track selection on top
of MOQT. MSF currently mandates Low Overhead Container (LOC)
<xref target="I-D.ietf-moq-loc"/> packaging, in which each encoded audio or video
sample is one MOQT Object and a group of pictures occupies one MOQT
Group.</t>

<t>The LOC sample model is insufficient for V3C. Atlas data does not
have the semantics of an encoded video sample represented by the
WebCodecs <spanx style="verb">EncodedVideoChunk</spanx> interface <xref target="W3C-WEBCODECS"/>. Instead,
it carries reconstruction metadata, including patch placement and
the mapping between 3D geometry and the 2D component videos.
Occupancy, geometry, attribute, packed, basemesh, and displacement
bitstreams, when present, are distinct V3C components. Carrying
those components on separate tracks allows a receiver to obtain them
with SUBSCRIBE or FETCH and to prioritize or omit them independently.
Such selection remains subject to the component presence and
dependencies signaled by the active VPS and the catalog; a receiver
that omits a required component cannot reconstruct the corresponding
volumetric frame. The VPS is sequence-level decoder configuration,
not temporal media. Consistent with that role, <xref target="RFC10034"/> signals
the VPS out of band using <spanx style="verb">sprop-v3c-parameter-set</spanx>, rather than
carrying it as a media packet stream.</t>

<t>This document therefore defines a V3C packaging value for MSF,
analogous to the way <xref target="I-D.ietf-moq-cmsf"/> adds CMAF packaging on top
of MSF. It operates at the streaming-format layer and does not modify MOQT.
<xref target="ISOIEC23090-5"/> specifies the
V3C bitstream, VPS, and unit types. <xref target="ISOIEC23090-10"/> specifies
carriage of V3C data in the ISO Base Media File Format and Dynamic
Adaptive Streaming over HTTP (DASH). <xref target="RFC10034"/> specifies carriage
of V3C atlas data over RTP. This document specifies carriage of the
same V3C unit stream over MOQT, plus the manifest description using MSF Catalog.</t>

<t>This document is written against draft-ietf-moq-transport-22 and thus uses
MOQT version 22 terminology, including Delivery Mode,
Track Properties and Object Properties, SUBSCRIBE_TRACKS,
REQUEST_UPDATE, PUBLISH_DONE, and the data-plane distinction between
Subgroup stream delivery and Datagram delivery.</t>

<t>When Datagram delivery mode is used, <xref target="datagram-encoding"/> requires the complete MOQT object to fit within the datagram size limit of the underlying QUIC or WebTransport session. To satisfy this requirement, an encoder can limit the sizes of slices and NAL units. <xref target="datagram-options"/> informatively compares alternative approaches and lists questions for Working Group consideration.</t>

Multi-track mode:

<t>Each independently consumable V3C component is carried on its own
MOQT track. This mode enables selective subscription, independent
publisher and subscriber priority, and independent congestion
response per component. Alternate encodings of the same component
are separate tracks that share an <spanx style="verb">altGroup</spanx>

Single-track / multi-subgroup mode (<bcp14>NOT RECOMMENDED</bcp14>):

<t>Multiple V3C components <bcp14>MAY</bcp14> be carried in one MOQT track and
separated into distinct subgroups. This alternative reduces the
number of subscriptions, but it prevents per-component subscription
and independent ABR switching of one component versus another, and therefore
is <bcp14>NOT RECOMMENDED</bcp14>. When it is used, the publisher still <bcp14>MUST</bcp14>
time-align objects that reconstruct the same volumetric frame, and
the catalog <bcp14>MUST</bcp14> identify that the track uses V3C packaging. The
per-track <spanx style="verb">v3c</spanx> identifier object in <xref target="v3c-track-identifiers"/>
applies to a track that carries a single component; mixed-component
tracks are otherwise unspecified.</t>

<t>In both modes, subscribers <bcp14>MUST</bcp14> have catalog metadata sufficient to
identify required dependencies (for example atlas data required to
interpret geometry or packed video) before decoding.</t>

<t>Either mode <bcp14>MAY</bcp14> mix Delivery Mode Subgroup and Datagram within a
track or group, subject to <xref target="objects-subgroups-datagrams"/> and

<t>In multi-track mode, the publisher exposes a separate track for each
V3C component that it offers, and the
active VPS (including any VPS packed-video extension) indicates that the component is
present (<xref target="component-presence"/>). The offered set <bcp14>MAY</bcp14> include:</t>

<t><list style="symbols">
  <t>atlas data (V3C_AD);</t>

<t>Occupancy video, geometry video, attribute video, packed video,

<t>MOQT Track Names are opaque byte sequences
(<xref target="I-D.ietf-moq-transport-22"/>). This specification defines the
following recommended UTF-8 naming patterns to make catalog entries
readable.  The slash (<spanx style="verb">/</spanx>, byte <spanx style="verb">0x2f</spanx>) is an ordinary Track Name byte;
it does not create MOQT namespace fields or otherwise have protocol
semantics. The Track Namespace remains separately encoded. When a
name is rendered using the safe serialization defined in Section 8.8
of <xref target="I-D.ietf-moq-transport-22"/>, each slash is encoded as <spanx style="verb">.2f</spanx>; for
example, <spanx style="verb">v3c/attribute/0/0/0</spanx> is rendered as
<spanx style="verb">v3c.2fattribute.2f0.2f0.2f0</spanx>.</t>

<t>The angle-bracketed identifiers in these patterns are replaced by
their non-negative decimal values:</t>

<t>This subsection restates the role of the VPS for the MOQT mapping.
It does not redefine VPS syntax. Syntax and semantics remain as
specified in <xref target="ISOIEC23090-5"/> and as summarized in <xref target="RFC10034"/>,
Section 4.2.</t>

<t>The VPS is carried in a V3C unit of type V3C_VPS. It applies to
zero or more coded V3C sequences. Media-component unit headers
identify the active VPS with <spanx style="verb">vuh_v3c_parameter_set_id</spanx>, which
equals <spanx style="verb">vps_v3c_parameter_set_id</spanx> of that VPS (<xref target="RFC10034"/>,
Section 4.3.1). Catalog <spanx style="verb">v3c.parameterSetId</spanx>, when present, copies
the same identifier.</t>

<t>One VPS governs the components of the coded V3C sequence (CVS) it
applies to. Atlas data (V3C_AD), geometry video data (V3C_GVD),
attribute video data (V3C_AVD), occupancy video data (V3C_OVD), and
packed video data (V3C_PVD) do not use a separate parameter set for
each media type. Every such unit carries <spanx style="verb">vuh_v3c_parameter_set_id</spanx>
and thereby refers to that same active VPS. The catalog records
that VPS once, as the <spanx style="verb">initDataList</spanx> entry whose <spanx style="verb">id</spanx> those tracks
cite in <spanx style="verb">initRef</spanx> (<xref target="initialization"/>).</t>

<t>The VPS is sequence-level configuration for the CVS, not a
per-component parameter set. It includes the atlas geometry configuration in
<spanx style="verb">geometry_information()</spanx> (codec identifiers and the 2D and 3D bit
depths), and attribute configuration in <spanx style="verb">attribute_information()</spanx>.
<spanx style="verb">attribute_information()</spanx> maps each attribute index to an attribute
type, such as texture or, for a Gaussian splatting representation,
spherical harmonics, scale, rotation, or opacity
(<xref target="vps-attribute-types"/>). This document does not specify Gaussian
reconstruction; the shared VPS is still the initialization data
those tracks reference.</t>

<t>A receiver uses the VPS to determine the resources required to
decode and reconstruct the bitstream: which atlas, occupancy,
geometry, attribute, packed, auxiliary, basemesh, and displacement
components are present, how they relate, and which attribute type
each AVD component carries (<xref target="vps-attribute-types"/>). Placing the
VPS in catalog initialization data is the MOQT counterpart of
carrying it out of band in SDP as <spanx style="verb">sprop-v3c-parameter-set</spanx>
(<xref target="RFC10034"/>).</t>

<t>VPS extensions (packed video, MIV, V-DMC) travel inside the VPS
bytes. This document does not parse those extensions in the
catalog. Profile, tier, and level, including <spanx style="verb">ptl_max_decodes_idc</spanx>,
are recovered from the VPS; they are not duplicated as catalog
fields.</t>

<t>Initialization data is VPS-only. Atlas sequence parameter sets
(ASPS), atlas frame parameter sets (AFPS), common-atlas parameter
sets, and Supplemental Enhancement Information (SEI) remain in the
atlas and CAD object payloads, in the same way that video sequence
parameter sets remain in OVD, GVD, AVD, or PVD object payloads.
IRAP group boundaries already carry those parameter sets.
<xref target="ISOIEC23090-10"/> allows a <spanx style="verb">v3cC</spanx> sample entry to stash ASPS, AFPS,
and SEI in addition to the VPS. This document does not define a
second initialization blob for those structures.</t>

<t>Video-codec configuration for OVD, GVD, AVD, or PVD (for example HEVC
or VVC sequence parameter sets) is not part of the VPS. It is
carried in-band in the component bitstream, or by whatever
out-of-band mechanism the video codec already uses. This document
does not concatenate video-codec parameter sets with the V3C VPS in
<spanx style="verb">initDataList</spanx>. Basemesh and displacement codec configuration, when
used, remains in those component payloads as specified in
<xref target="ISOIEC23090-29"/>.</t>

<t>An attribute is a property of reconstructed volumetric primitives.
Examples include texture (color), transparency, reflectance,
surface normal, timestamps, and material ID (<xref target="RFC10034"/>,
Sections 3.2.2 and 7.3).</t>

<t>The catalog identifies an AVD track by <spanx style="verb">v3c.attributeIndex</spanx>, which
copies <spanx style="verb">vuh_attribute_index</spanx> from the V3C unit header. That index
is not itself the attribute type. The VPS maps each
<spanx style="verb">vuh_attribute_index</spanx> to the type of attribute carried by the
corresponding AVD component. A V3C decoder uses that mapping to
identify which attribute a given video component contains, for
example color (<xref target="RFC10034"/>, Section 4.3.1).</t>

<t>In the recommended track name

<t>Thus, <spanx style="verb">v3c/attribute/0/0/0</spanx> means atlas 0, attribute 0, partition 0.
The VPS says what attribute 0 represents, such as texture (color).
Likewise, <spanx style="verb">v3c/attribute/0/1/0</spanx> means atlas 0, attribute 1,
partition 0. If attribute 0 were split into two partitions, their
recommended names would end in <spanx style="verb">/0/0</spanx> and <spanx style="verb">/0/1</spanx>. These names are a
readable convention; receivers use the corresponding fields in the
catalog <spanx style="verb">v3c</spanx> object rather than parsing the track name.</t>

<t>A subscriber that needs a particular attribute type (for example
color, and not surface normals) parses the referenced VPS and
subscribes to the AVD track or tracks whose <spanx style="verb">attributeIndex</spanx> maps
to that type. This document does not duplicate attribute-type
names in the catalog. The VPS is authoritative.</t>

<t>An attribute <bcp14>MAY</bcp14> be partitioned across several AVD components
when, for example, the attribute has more dimensions than the
video codec can code in one stream (<xref target="RFC10034"/>, Section 7.3).

<t>A MOQT Object carries one coded V3C unit for the track's component
and the Group's temporal interval. For a video-coded component, that
is typically one coded video access unit. For atlas or common-atlas
data, that is typically one coded atlas access unit, which may
contain one or more atlas NAL units. For basemesh or displacement
data, that is typically one coded access unit of that component.</t>

<t>NAL units are an underlying codec structure. They remain inside the
object payload. Publishers <bcp14>SHOULD NOT</bcp14> place each NAL unit in its
own MOQT Object solely to express codec framing. When datagram
delivery is used, slice and NAL unit size is constrained at encode
time (<xref target="datagram-encoding"/>).</t>

<t>The object payload is the V3C unit payload for that component. The
four-byte V3C unit header is not carried in the object. Header
fields needed to identify the component are advertised in the
catalog <spanx style="verb">v3c</spanx> object (<xref target="v3c-track-identifiers"/>).</t>

<t>MOQT defines a Delivery Mode for each object
(<xref target="I-D.ietf-moq-transport-22"/>, Section 1.3). The Delivery Mode can
be Subgroup or Datagram, and it can vary among objects in the same
track. The Original Publisher establishes the Delivery Mode by how it
first transmits the object, and in a subscription an object <bcp14>MUST</bcp14> be
sent according to its Delivery Mode.</t>

<t>When an object has Delivery Mode Subgroup, it is
delivered on a MOQT subgroup stream. Subgroups provide ordered
delivery on a single QUIC stream. They <bcp14>MAY</bcp14> distinguish independently
discardable layers of the same component, for example a base layer
and an enhancement layer of geometry:</t>

<artwork>

        Object 1
</artwork>

<t>When no such layering is offered, a publisher <bcp14>MAY</bcp14> place every object
of the Group on subgroup 0.</t>

<t>In multi-track mode, subgroups <bcp14>MUST NOT</bcp14> be used as the primary means
of separating V3C component types; those are separate tracks
(<xref target="tracks"/>). In the <bcp14>NOT RECOMMENDED</bcp14>
single-track mode, subgroups <bcp14>MAY</bcp14> separate component types within the
one track.</t>

<t>When an object has Delivery Mode Datagram, it is
conveyed as a single MOQT object datagram. Such an object is not sent
in a subgroup and has no Subgroup ID. Datagram delivery is suitable
for V3C coded units where low latency is preferred over reliable
delivery, especially when the unit is independently useful,
replaceable by newer data, or can be skipped without preventing
future decoding or rendering.</t>

<t>A sender using datagram delivery <bcp14>MUST</bcp14> ensure that the complete MOQT
object header, any object properties, and the object payload fit
within the maximum datagram size for the session. If the total object
size exceeds the maximum datagram size, the object will be dropped
without explicit notification (<xref target="I-D.ietf-moq-transport-22"/>,
Section 11.2). That session maximum is bounded by the underlying
QUIC or WebTransport datagram limit (<xref target="datagram-encoding"/>).
Application-level fragmentation of one coded V3C unit across multiple
MOQT datagrams is unspecified. For V3C units that may exceed the
datagram size, or for data that requires reliable in-order delivery,
the publisher <bcp14>MUST</bcp14> use subgroup stream delivery instead of datagram
delivery.</t>

<t>The RTP payload format for V3C <xref target="RFC10034"/> defines packetization of
one or more V3C atlas NAL units and fragmentation of a V3C atlas NAL
unit across RTP packets. This document does not define RTP
packetization inside MOQT objects and does not define a V3C
datagram fragment header.</t>

<t>MOQT datagrams provide low-latency unreliable delivery of individual
objects. A V3C publisher <bcp14>SHOULD</bcp14> consider datagram delivery for:</t>

<t><list style="symbols">
<t>coded V3C units that fit within the negotiated datagram size and
that remain useful under loss;</t>
<t>viewport-driven tile, level-of-detail, or enhancement data that can
be skipped under loss;</t>
<t>late or time-sensitive updates where retransmission would no longer
be useful;</t>
<t>optional attribute or auxiliary data where omission degrades quality
but does not prevent continued rendering.</t>
</list></t>

<t>A V3C publisher <bcp14>SHOULD</bcp14> prefer subgroup stream delivery for:</t>

<t><list style="symbols">
<t>random-access information required at group boundaries;</t>
<t>coded video access units or other payloads likely to exceed the
datagram size;</t>
<t>any object for which reliable delivery and ordered processing are
required by the application.</t>
</list></t>

<t>For datagram-delivered V3C objects, publishers <bcp14>SHOULD</bcp14> set delivery
timeouts consistent with the media timeline. In MOQT,
<spanx style="verb">OBJECT_DELIVERY_TIMEOUT</spanx> causes expired datagrams to be dropped. For
objects with Delivery Mode Datagram,
<spanx style="verb">SUBGROUP_DELIVERY_TIMEOUT</spanx> acts the same way as
<spanx style="verb">OBJECT_DELIVERY_TIMEOUT</spanx>; if both are non-zero, the smaller value is
used (<xref target="I-D.ietf-moq-transport-22"/>, Section 5.2). This behavior allows
obsolete V3C objects to be discarded instead of increasing latency.</t>

<t>Datagram objects remain schedulable MOQT objects and therefore
participate in MOQT priority scheduling. A V3C publisher <bcp14>SHOULD</bcp14>
assign numerically lower publisher priority values to
reconstruction-critical objects, such as atlas and base geometry or
basemesh, and
numerically higher priority values to enhancement objects, such as
high-resolution attributes. Subscribers <bcp14>MAY</bcp14> use subscriber priority
and filters to adjust delivery based on viewport, bandwidth, or
rendering needs, including via REQUEST_UPDATE.</t>

<t>QUIC DATAGRAM frames cannot be fragmented <xref target="RFC9221"/>. When a
publisher intends to send a coded V3C unit with Delivery Mode
Datagram, the encoder and the MOQT packager therefore share
a size budget: the OBJECT_DATAGRAM that carries the unit, including
its object header, object properties, and payload, <bcp14>MUST</bcp14> fit in a
single datagram.</t>

<t>The applicable budget is the maximum datagram size of the sending
MOQT session, which is itself limited by the underlying transport:</t>

<t><list style="symbols">
<t>Native QUIC: an endpoint <bcp14>MUST NOT</bcp14> send a DATAGRAM frame larger than
the <spanx style="verb">max_datagram_frame_size</spanx> transport parameter advertised by its
peer (<xref target="RFC9221"/>, Section 3). That parameter is the maximum size
of a DATAGRAM frame, including the frame type, length, and payload.
<xref target="RFC9221"/> further reduces the usable payload by
<spanx style="verb">max_udp_payload_size</spanx> <xref target="RFC9000"/> and by the path Maximum
Transmission Unit (MTU), because a DATAGRAM frame that does not fit
in one QUIC packet cannot be sent.</t>
<t>WebTransport: the application is provided with the maximum datagram
size it can send (<xref target="I-D.ietf-webtrans-overview"/>, Section 4.2).
WebTransport over HTTP/3 requires a non-zero
<spanx style="verb">max_datagram_frame_size</spanx> (<xref target="I-D.ietf-webtrans-http3"/>, Section 3)
and places the application payload in an HTTP Datagram
<xref target="I-D.ietf-webtrans-http3"/>. HTTP Datagram framing consumes part of
the QUIC DATAGRAM frame, so the application payload is smaller than
<spanx style="verb">max_datagram_frame_size</spanx>.</t>
</list></t>

<t>Each MOQT session along the path between the original publisher and
the end subscriber can have a different maximum datagram size.
Relays can also add Object Properties, which increase the encoded
object (<xref target="I-D.ietf-moq-transport-22"/>, Section 11.2). A publisher
<bcp14>SHOULD</bcp14> treat the local session maximum as an upper bound and leave
headroom for the OBJECT_DATAGRAM header, object properties, QUIC or
HTTP Datagram framing, and downstream sessions.</t>

<t>When datagram delivery is used, a publisher <bcp14>SHOULD</bcp14> configure the
video and atlas encoders so that:</t>

<t><list style="symbols">
<t>each coded slice and each NAL unit is small enough that, after V3C
packaging and MOQT object framing, it remains within that budget;</t>
<t>the coded V3C unit placed in one MOQT Object, typically one access
unit that may contain one or more NAL units, likewise remains
within that budget.</t>
</list></t>

<t>Encoder controls that reduce slice and NAL unit size include limiting
the coded data per slice or atlas tile. This document does not
specify numeric encoder parameters. Constraining slice and NAL unit
size is encoder configuration. It does not change the object mapping
in <xref target="objects-subgroups-datagrams"/>: NAL units remain inside the
object payload, and publishers still <bcp14>SHOULD NOT</bcp14> emit one MOQT Object
per NAL unit solely to express codec framing.</t>

<t>If a slice or NAL unit cannot be encoded within the budget, or if the
resulting coded V3C unit remains larger than the budget, the
publisher <bcp14>MUST</bcp14> use subgroup stream delivery for that object
(<xref target="objects-subgroups-datagrams"/>). This document does not define
fragmentation of a NAL unit or coded V3C unit across MOQT datagrams.
<xref target="datagram-options"/> lists alternatives to that rule.</t>

<t>The following examples are non-normative but informative.
For example, the timeline follows a 50-frame presentation
at 25 frames per second. These examples show two valid track
layouts. The active VPS determines which component tracks
are present. The examples use the recommended naming patterns in
<xref target="fig-track-names"/>, but MOQT treats track names as opaque identifiers
and does not infer component semantics from them. Every media track shares
<spanx style="verb">renderGroup</spanx> 1, <spanx style="verb">initRef</spanx> <spanx style="verb">"v3c-init-0"</spanx>, <spanx style="verb">isLive</spanx> false, and the

<spanx style="verb">"hev1.1.6.L93.B0"</spanx>. The <spanx style="verb">initDataList</spanx> <spanx style="verb">data</spanx> value is illustrative
Base64 and is not a working VPS. Attribute types are recovered from
that VPS (<xref target="vps-attribute-types"/>), not from the track name.
MSF expresses both <spanx style="verb">trackDuration</spanx> and the template's
<spanx style="verb">deltaMediaTime</spanx> in milliseconds (<xref target="I-D.ietf-moq-msf"/>). For these
examples:</t>

frame count = trackDuration / deltaMediaTime
            = 2000 / 40
            = 50
</artwork>

<t>The template <spanx style="verb">[0, 40, [1, 0], [0, 1], 0, 0]</spanx> therefore describes
entry indices <spanx style="verb">n</spanx> from 0 through 49:</t>

<artwork>
mediaTime[n] = n * 40 ms
location[n] = [1, n]
</artwork>

<t>The first frame starts at 0 ms at Group 1, Object 0. The last frame
starts at 1960 ms at Group 1, Object 49 and ends at the 2000 ms track
duration. A FETCH covering all 50 Objects consequently
uses a Location Filter with start Location <spanx style="verb">[1, 0]</spanx> and inclusive end
Location <spanx style="verb">[1, 49]</spanx>, as specified by <xref target="I-D.ietf-moq-transport-22"/>. The <spanx style="verb">timescale</spanx> value does
not scale these template values; the template interval is explicitly
in milliseconds.</t>

<t>The examples illustrate Gaussian Splatting (GS) content conforming to the
V-PCC GS or V-PCC GS Still toolset profile component of
<xref target="ISOIEC23090-5"/>. Annex A identifies those profile components and
their profile, tier, and level signaling; Annex H specifies their
V-PCC restrictions and reconstruction processes. The MSF and MOQT
mapping in this document is not limited to those profiles. The
packed and unpacked component organizations below are determined by
the component-presence flags and packed-video extension in the active
VPS, not by the catalog example itself.</t>

<t>A subscriber <bcp14>MAY</bcp14> request a subset of the advertised tracks. A track
listed in <spanx style="verb">depends</spanx> that is not requested cannot be used to
reconstruct the dependent component (<xref target="dependencies"/>). Alternate
encodings of one component share <spanx style="verb">altGroup</spanx> and are not shown here
(<xref target="alternate-groups"/>). A mesh presentation <bcp14>MAY</bcp14> advertise <spanx style="verb">basemesh</spanx>

<t>MOQT supports prioritization of delivery under congestion through
subscriber priority and publisher priority
(<xref target="I-D.ietf-moq-transport-22"/>, Section 5.1). Priority values range from 0
to 255, where lower numeric values indicate higher priority. Publisher
priority can be provided as a default track property
(<spanx style="verb">DEFAULT_PUBLISHER_PRIORITY</spanx>) and can also be set per subgroup or
datagram.</t>

<t>A V3C publisher <bcp14>SHOULD</bcp14> assign higher priority, using lower numeric
values, to components that are critical for reconstruction, such as
atlas and base geometry or basemesh. Enhancement components, such as
high-resolution attributes or optional packed-video refinements,
<bcp14>SHOULD</bcp14> be assigned lower priority. In the <bcp14>NOT RECOMMENDED</bcp14>
single-track mode, an atlas subgroup <bcp14>SHOULD</bcp14> be prioritized over
attribute or enhancement subgroups. In datagram mode,
reconstruction-critical datagrams <bcp14>SHOULD</bcp14> be prioritized over optional
enhancement datagrams.</t>

<t>Subscribers <bcp14>MAY</bcp14> adjust priorities dynamically based on viewport,
bandwidth, rendering requirements, or selected alternatives, including
by sending REQUEST_UPDATE. For example, if V3C tiles are exposed as
separate tracks, subgroups, or datagram objects, a subscriber can
prioritize tiles in or near the current viewport and deprioritize
less relevant tiles.</t>

<t>This document inherits the security considerations of MOQT
<xref target="I-D.ietf-moq-transport-22"/>, QUIC <xref target="RFC9000"/>, and MSF
<xref target="I-D.ietf-moq-msf"/>. In particular, publishers and relays must
consider resource exhaustion attacks caused by large numbers of
tracks, objects, subgroups, or datagrams, and must validate bounds
before allocating memory.</t>

<t>Authentication, authorization, and confidentiality of MOQT sessions
are provided by the underlying QUIC or WebTransport mapping. Object
payloads remain opaque to relays. When end-to-end confidentiality
and integrity of media are required, deployments can use the MSF
content-protection mechanisms, including MoQ Secure Objects
<xref target="I-D.ietf-moq-secure-objects"/> as referenced by <xref target="I-D.ietf-moq-msf"/>.
The VPS in <spanx style="verb">initDataList</spanx> is
catalog payload. An attacker that tampers with the VPS can cause
decoder misconfiguration or reconstruction failure. Catalog objects
and initialization data <bcp14>MUST</bcp14> be protected with at least the same
integrity guarantees as the component media they initialize.</t>

<t>A receiver <bcp14>MUST</bcp14> authenticate that catalog <spanx style="verb">initRef</spanx> values, <spanx style="verb">depends</spanx>
names, and <spanx style="verb">v3c</spanx> identifiers correspond to tracks it intended to
subscribe to. Accepting a substituted atlas track or VPS is a
cross-component integrity failure: geometry might be reconstructed
against attacker-chosen patch metadata.</t>

<t>Datagram delivery can increase the rate of object loss under
congestion and can cause receivers to observe incomplete sets of V3C
components for a given volumetric frame. Implementations <bcp14>SHOULD</bcp14>
validate component dependencies before decoding or rendering and
<bcp14>SHOULD</bcp14> tolerate missing optional datagram-delivered objects.
Incomplete geometry, packed video, or atlas data <bcp14>MUST NOT</bcp14> be treated as a complete
volumetric frame.</t>

<t>Replay of an old Group under a current VPS, or of a current Group
under a stale VPS, can produce incorrect reconstruction. Subscribers
<bcp14>SHOULD</bcp14> bind decoded Groups to the catalog generation that advertised
their <spanx style="verb">initRef</spanx>.</t>

<t>A downgrade to packaging <spanx style="verb">loc</spanx> on a V3C component track would strip
V3C identity from the catalog. Subscribers <bcp14>MUST</bcp14> reject V3C component
tracks that do not use packaging <spanx style="verb">v3c</spanx>.</t>

<t>Relay-visible track and object metadata, including track names,
priorities, and subscription filters, can
reveal information about scene structure or user interest (for
example, which attribute or viewport-related tracks are requested).
Deployments that consider this sensitive should avoid placing viewport
or tile identity in relay-visible properties and should consider
end-to-end object protection.</t>

<t>This appendix is informative. It does not change
<xref target="datagram-encoding"/>. It states the design problem, the working
choice in this document, and alternatives on which Media Over QUIC
Working Group input is requested.</t>

<t><xref target="I-D.ietf-moq-transport-22"/>, Section 11.2, maps one MOQT object with
Delivery Mode Datagram to one OBJECT_DATAGRAM. If the
object header, object properties, and payload exceed the session
maximum datagram size, the object is dropped without notification.
Each hop can have a different maximum. Relays can add Object
Properties and thereby increase the encoded size.</t>

<t>QUIC DATAGRAM frames cannot be fragmented <xref target="RFC9221"/>. WebTransport
exposes a smaller application datagram size than the QUIC
<spanx style="verb">max_datagram_frame_size</spanx> because HTTP Datagram framing consumes part
of the frame <xref target="I-D.ietf-webtrans-http3"/>.</t>

<t>A coded V3C unit is typically one access unit and may contain several
NAL units. Atlas NAL units have no codec-imposed maximum size
(<xref target="RFC10034"/>, Section 5.4.1). Video access units commonly exceed a
path MTU. RTP therefore defines Single NAL Unit, Aggregation Packet,
and Fragmentation Unit structures (<xref target="RFC10034"/>, Section 5.4). MOQT
does not provide an equivalent datagram fragment.</t>

<t>The mapping question is therefore: when Datagram delivery is used,
what is the independently transmissible unit, and who is responsible
for keeping that unit within the datagram budget?</t>

<t>One MOQT Object remains one coded V3C unit. The encoder is
configured so that each slice, NAL unit, and the resulting coded unit
fit in one OBJECT_DATAGRAM after packaging. If they do not, the
publisher uses subgroup stream delivery for that object.</t>

<artwork>

</artwork>

<t>Pros:</t>

<t><list style="symbols">
<t>Relays stay unaware of V3C and NAL syntax.</t>
<t>The object mapping in <xref target="mapping"/> is unchanged for both delivery
modes.</t>
  <t>No V3C datagram fragment header is defined.</t>
</list></t>

<t>Cons:</t>

<t><list style="symbols">
<t>The encoder must know a transport size that is not available until
the MOQT session exists, and that can differ on later hops.</t>
<t>Constraining an entire access unit to a datagram often forces many
small slices, which can reduce coding efficiency.</t>
<t>A publisher cannot send a large independently useful unit as a
datagram without either re-encoding or switching to a stream.</t>
</list></t>

<t>This document currently specifies Option A.</t>

<t>When Delivery Mode is Datagram, each independently
packetizable NAL unit or coded slice is one MOQT Object. Object IDs
increase in decoding order within the Group. Small NAL units <bcp14>MAY</bcp14>
share one object when they fit. Subgroup delivery can keep the
coded-unit mapping of <xref target="objects-subgroups-datagrams"/>.</t>

<artwork>

Object i+1 NAL 1 DATAGRAM
Object i+2 NAL 2 DATAGRAM
</artwork>

<t>Pros:</t>

<t><list style="symbols">
<t>Matches RTP Single NAL Unit packetization more closely than Option A
(<xref target="RFC10034"/>, Section 5.4.2).</t>
<t>Loss of one datagram drops one NAL unit, not necessarily the
entire coded unit. Atlas tiles that are already independently useful
benefit.</t>
<t>Slice size is an existing encoder control; the packager does not
invent a fragment header.</t>
</list></t>

<t>Cons:</t>

<t><list style="symbols">
<t>The datagram object boundary is no longer the coded V3C unit. A
subscriber must reassemble an access unit from consecutive objects
before some video decoders can consume it.</t>
<t>Publishers would emit one object per NAL unit for datagram
tracks, which <xref target="objects-subgroups-datagrams"/> currently advises
against when the only goal is codec framing.</t>
<t>An access unit that still contains one oversized NAL unit cannot be
sent as datagrams without also adopting Option C or D, or
re-encoding.</t>
</list></t>

<t>The object mapping stays "one coded V3C unit". The packager splits
that unit across several OBJECT_DATAGRAM payloads. Each payload
begins with a streaming-format fragment header, for example a fragment
index and a fragment count. Fragments are distinct MOQT objects
(consecutive Object IDs). Using the same Object ID for several
datagrams would require a change to MOQT and is not proposed here.</t>

<artwork>

        v

Object k+1 fragment 1 of N DATAGRAM
Object k+2 fragment 2 of N DATAGRAM
</artwork>

<t>Pros:</t>

<t><list style="symbols">
<t>The encoder need not target a datagram MTU.</t>
  <t>Relays still see opaque objects.</t>
<t>Subgroup delivery can carry the same unit unfragmented.</t>
</list></t>

<t>Cons:</t>

<t><list style="symbols">
<t>This document would have to define a fragment header, reassembly,
and loss behavior. Loss of any fragment typically makes the coded
unit useless, which is weaker than a subgroup stream and similar to
IP fragmentation.</t>
<t>Receivers must wait for N datagrams and detect missing fragments
without MOQT-level notification.</t>
<t>The same problem exists for LOC samples and CMAF chunks. Defining
fragments only in the V3C packaging may be the wrong layer.</t>
</list></t>

<t>Object payloads would use the RFC 10034 structures: Single NAL Unit,
Aggregation Packet, and Fragmentation Unit. Each RTP-sized payload
would be one MOQT Object sent as a datagram.</t>

<t>Pros:</t>

<t><list style="symbols">
<t>Reuses an existing V3C atlas packetizer, including FU without
encoder cooperation (<xref target="RFC10034"/>, Section 5.4.4).</t>
<t>Aggregation of small NAL units is already specified.</t>
</list></t>

<t>Cons:</t>

<t><list style="symbols">
<t>RTP payload headers, decoding-order numbers, and FU headers would
appear inside MOQT objects. Sequencing would mix RTP and MOQT
object identities.</t>
<t>Video components would still need the corresponding RTP payload
formats, not only RFC 10034.</t>
<t>This option conflicts with the current rule that this document
does not define RTP packetization inside MOQT objects.</t>
</list></t>

<t>Do not try to place ordinary video or atlas access units in datagrams.
Use Delivery Mode Datagram only for units that are
already small and independently useful, for example viewport tiles,
optional enhancement data, or small atlas NAL units. Use subgroup
streams for reconstruction-critical and oversized coded units.</t>

<artwork>
Track (mixed delivery modes)
Group n
Subgroup 0 base geometry AU stream
Datagram optional tile / LoD DATAGRAM
</artwork>

<t>Pros:</t>

<t><list style="symbols">
<t>Requires no new header and no encoder-to-MTU coupling beyond "do
not datagram what does not fit".</t>
<t>Matches MOQT's existing drop-if-too-large rule and the permission
to mix Subgroup and Datagram in one track
(<xref target="I-D.ietf-moq-transport-22"/>, Section 11).</t>
<t>Reconstruction-critical data keeps reliable ordered delivery.</t>
</list></t>

<t>Cons:</t>

<t><list style="symbols">
<t>Geometry and occupancy access units stay on streams, so this
option does not provide datagram latency for those components.</t>
<t>Publishers need a clear policy for which V3C unit types are
eligible. That policy could live in this document without new wire
formats.</t>
</list></t>

<t>Option E can be combined with Option A or B for the units that remain
eligible for datagrams.</t>

<t>These questions apply to more than one option.</t>

Scope:

    <t>Is datagram size a V3C packaging issue, a general MSF/LOC issue,
or a MOQT issue? LOC samples and other MSF packagings face the same
OBJECT_DATAGRAM limit.</t>

Budget signaling:

<t>Should the encoder learn the budget only from the local session
(<spanx style="verb">max_datagram_frame_size</spanx> or the WebTransport maximum datagram
size), or should MSF advertise a conservative object-payload
budget in the catalog so encoding can start before SETUP?</t>

Path heterogeneity:

<t>The original publisher knows only the first hop. Should a relay
that cannot forward an OBJECT_DATAGRAM on a smaller downstream
session drop it (current MOQT), or must the publisher leave
headroom? MOQT version 22 requires an object in a subscription to
be sent according to its Delivery Mode, so a relay cannot rewrite
Datagram delivery to a subgroup stream.</t>

Relay inflation:

<t>How much headroom should a publisher reserve for Object Properties
added downstream? This document currently leaves that as a
publisher choice.</t>

Fallback:

<t>MOQT already allows mixing Subgroup and Datagram in one track.
Is per-object fallback from Datagram to Subgroup when the encoded
unit is too large (Option A) sufficient, or must a track declare a
single delivery mode?</t>
