    <abstract>
      <t>This document defines a prospective, staged disclosure gate to preserve the distinction between authenticated laboratory records and independently verified physical results in MICA-NEX EXP-03. The plan makes explicit the prerequisites for contractual authority, signer independence, documented metrological traceability, calibration uncertainties, consent to data export and independent evaluation. The package includes a machine-readable checklist whose local code cannot authorize any disclosure. No external appointment, transfer, or physical measurement has occurred. The author provided research direction; technical drafting and tests were AI-assisted. Novelty has not been established.</t>

      <name>Introduction</name>
      <t>This Internet-Draft is a faithful conversion of the author's brief "MICA-NEX EXP-03: Controlled Evidence-Transfer and Authorization Boundary -- Conditional research protocol, NOT EXECUTED", v0.1, dated 20 October 2026. It builds on MICA-NEX v0.3 <xref target="MICANEX03"/>. Mathematical notation has been rendered in plain text. It is published for discussion; it is not a standard, a contract, or legal advice.</t>

      <name>Boundary</name>
      <t>Prior synthetic tests do not demonstrate physical validation. Real records require operator-acquired exports from scanning probe microscopy, fluorescence measurement and electrochemistry, calibrated and accompanied by original source data, independently controlled signing credentials, reviewer-blinded expectation files and separately authorized parties.</t>

      <name>Research Hypothesis</name>
      <t>The frozen v0.3 signed-observation verifier is hypothesized to accept 20/20 authorized records per class at the authenticated-claim stage and reject 10/10 adversarial copies per class, without changing core semantics. Physical validity and metrological traceability are separate evaluations; no result is yet measured or independently adjudicated.</t>

      <t>Per NIST policy, traceability concerns a particular result and depends on a documented unbroken chain of calibrations, with uncertainty contributions at each step <xref target="NIST-TRACEABILITY"/> <xref target="NIST-METROLOGY-FAQ"/>. The combined standard uncertainty may require correlated terms:</t>

      <t>The proposed release process separates a feasibility response, an institutional proprietary-use agreement, reviewer acceptance and independence disclosure, traceability and uncertainty records, separate approvals for individual file tranches, and acknowledgement receipts. A local checklist may flag missing fields; its output cannot create legal or measurement authority.</t>

      <t>The proposal fails to preserve its authority boundary if a machine-editable status or agent utterance can authorize a transfer, if unrelated raw material or any signing private key is disclosed, or if a simulated observation is labeled as an independently validated physical measurement. Tests supplied cover the first condition for the local readiness checker only; actual human processes and laboratory systems remain untested.</t>

      <name>Security Considerations</name>
      <t>The gate described here is an authorization boundary, and its main risks are authority confusion and over-disclosure. No machine-editable status field, checklist output or agent statement can be allowed to authorize a transfer; release authority has to come from separately authenticated human approvals obtained out of band. Private signing keys, raw credentials and access tokens must never be transferred. A cryptographic signature proves only signer key control and message integrity under the trust assumptions, not measurement correctness or reviewer impartiality. Simulated observations must remain labeled as such so that they cannot be promoted to validated physical measurements. Transfers need authenticated, encrypted channels, item-level hashes and audit records, and media handling consistent with organizational sanitization controls <xref target="NIST-SP800-88"/>.</t>
